Deputy Minister of Finance Thomas Ampem Nyarko has rejected accusations by the Minority that Ghana’s current economic stability is only due to the government’s failure to release funds and make payments.
Responding ahead of the 2025 Mid-Year Budget Review presentation in Parliament, Mr. Nyarko described the claims as false and politically motivated. According to him, the Minority’s assertion that Ministries, Departments, and Agencies (MDAs) have been starved of funds—and that contractors remain unpaid—does not reflect the true state of government spending.
“At the end of this presentation, you will realise that contrary to what the opponents have been saying, we are not spending—we are spending,” he stated.

The Deputy Minister also addressed delays in updating the Fees and Charges Act. He noted that while the previous administration had attempted an amendment in the 8th Parliament, it failed to meet the legal timeline for passage. The current government, he said, is taking a more holistic approach to ensure long-term policy coherence.
He confirmed adjustments to road tolls and the introduction of new fees by the Narcotics Control Commission, particularly around cannabis regulation, explaining that these changes are guided by economic realities and cumulative inflation trends.
“You will agree with me that if fees were fixed three years ago—with inflation as high as it was—you need to adjust them almost every year so that you maintain the value of the fees,” Mr. Nyarko added.
