The Member of Parliament for Effia, Isaac Boamah Nyarko, has opposed the proposed 24-Hour Economy Authority Bill, 2025, arguing that the creation of a new authority to oversee the policy is unnecessary and will lead to duplication of functions.
According to him, the establishment of a 24-hour economy authority would replicate the responsibilities of the Ministry of Trade, Industry and Agribusiness, resulting in avoidable financial costs to the state.
Contributing to the debate on the bill in Parliament on Wednesday, February 5, 2026, Mr Boamah Nyarko insisted that the 24-hour economy policy could be implemented effectively without the need for a new authority.

“Establishing authorities is not just for the implementation of one policy statement. Authorities are supposed to be created to run specific programmes or agendas over a long period of time. So the question is, what exactly is this authority supposed to do?” he said.
He maintained that existing state institutions are capable of coordinating and driving the policy without the creation of an additional bureaucratic structure.
However, the Member of Parliament for Bolgatanga Central and Chairman of Parliament’s Finance Committee, Isaac Adongo, defended the bill, saying the authority is necessary to ensure proper coordination.
He explained that the 24-hour economy policy cuts across multiple sectors and therefore requires a dedicated body to harmonise the activities of various agencies.
“To undertake a policy that is inter-sectoral, you need a coordinating mechanism to ensure that all the agencies involved work together effectively. That is what this authority is going to do,” he stated.
