The Ghana Air Traffic Safety Electronics Association (GHATSEA) has announced plans to embark on an indefinite industrial action effective October 30, 2025, to protest what it describes as years of neglect, poor labour relations, and gross mismanagement by the Ghana Civil Aviation Authority (GCAA).
In a strongly worded statement signed by its president, Engr David Annan Mensah, the association said its patience has been “stretched beyond measure”, accusing GCAA management of failing to address over 15 years of unresolved grievances relating to unfair salary structures, inequitable job placements, and welfare injustices.
GHATSEA expressed deep frustration over what it called the “prolonged mishandling” of legitimate staff concerns, saying that morale among Air Traffic Safety Electronics Personnel (ATSEPs) — the technical experts responsible for maintaining the safety and reliability of Ghana’s air navigation systems — has reached an all-time low.

The statement specifically named the Director of Human Resources, Mr Ebenezer Sagoe, as being “at the centre of the mismanagement that has eroded confidence” in the HR office, calling for his immediate removal to restore trust and industrial harmony within the Authority.
“Our numerous appeals for fair treatment and structural correction have fallen on deaf ears, leaving ATSEPs across all regional airports feeling betrayed and unappreciated,” the statement read.
GHATSEA further accused the Acting Director-General, Rev. Stephen Arthur, and the Acting Deputy Director-General (Technical), Mr. Theophilus Ago, of adopting what it termed a “regimental and brazen posture” toward the association’s concerns, alleging that the pair responded to their grievances with a dismissive “do your worst” attitude.
“This level of insensitivity towards a body of highly skilled professionals whose daily work underpins aviation safety is both unacceptable and intolerable,” the Association stated, adding that it demonstrates “contempt and disregard” for the technical workforce.
The group insists that unless management acts decisively to address all outstanding issues and institute fair administrative practices, it will have no choice but to proceed with its planned strike under Section 160 of the Labour Act, 2003 (Act 651).
While apologising to local and international airline operators, passengers, and the travelling public for the inconvenience the strike may cause, GHATSEA stressed that responsibility for any disruption lies squarely with the GCAA management, whose “lack of good faith engagement” forced the association’s hand.
“We call on all well-meaning Ghanaians, the media, and relevant authorities to stand with us in demanding justice, accountability, and respect for the rights of technical professionals who form the backbone of Ghana’s air traffic safety infrastructure,” the statement concluded.
