The 2025 Mini-Budget has earmarked GHC20 billion for interest payments, with a significant portion dedicated to obligations under the Energy Sector Levy Account (ESLA) and payments to Independent Power Producers (IPPs).
Chairman of the Finance Committee, Patrick Boamah, highlighted this allocation during a parliamentary session, stating:
“The committee noted that projections in respect of interest payments amounted to GHC20,691,523,500.00. The amount includes payments to the Energy Sector Levy Account (ESLA) and Independent Power Producers (IPPs).”
This prioritisation of ESLA obligations underscores the government’s commitment to addressing energy sector debts, which have long strained Ghana’s fiscal health.
Despite delays in presenting the mini-budget, Finance Minister Dr. Mohammed Amin Adam reassured lawmakers that interim measures would sustain government operations and ensure continuity of public services.
The mini-budget, amounting to GHC68.13 billion, has been approved to cover government operations for the first quarter of 2025, with total projected revenue and grants set at GHC42.54 billion.
This interim financial framework aims to stabilise the economy during the political transition ahead of the incoming administration’s comprehensive budget presentation.
The emphasis on ESLA reflects the government’s ongoing efforts to manage energy sector liabilities while balancing broader fiscal responsibilities.
