The Commission on Human Rights and Administrative Justice (CHRAJ) has found the former Commissioner-General of the Ghana Revenue Authority (GRA), Reverend Dr Ammishaddai Owusu-Amoah, culpable of serious procurement breaches and administrative lapses that led to a state loss of nearly $827,000 (about GHS 9 million).
The findings are contained in a 157-page report signed by CHRAJ Commissioner Dr Joseph Whittal on October 28, 2025, which concluded that Dr Owusu-Amoah oversaw fraudulent and irregular contract awards to three companies — Ronor Motors Ghana Limited, Telinno Ghana Limited, and Sajel Motors and Trading Company Limited — for the supply of vehicles and logistics to the Authority.
According to CHRAJ, the contracts were tainted by inflated prices, duplication, and, in some cases, fictitious contractors.

“The respondent, being the Entity Head, cannot escape liability,” the report stated, adding that his actions caused a financial loss of $826,551 to the state.
The investigation, initiated following a 2022 petition from the Movement for Truth and Accountability (MFTA), revealed that the three companies involved were not tax compliant at the time of contract award. Two of them—Telinno Ghana Limited and Sajel Motors and Trading Company Limited—were found to have no traceable physical addresses matching those listed in their official documentation.
Although the petitioners later attempted to withdraw the complaint, CHRAJ went ahead with the probe, praising the MFTA for its “public spiritedness” in exposing irregularities at one of the country’s key revenue agencies.
The Commission has recommended that the Public Procurement Authority (PPA) enhance oversight by creating a centralised database of vetted and verified suppliers to prevent future violations.
Dr Owusu-Amoah, who led the GRA from 2019 until 2024, has not yet publicly responded to CHRAJ’s damning conclusions.
