Government to Amend PPA Act to Boost Local Manufacturing

The government has announced plans to amend the Public Procurement Authority (PPA) Act to mandate the purchase of made-in-Ghana goods and enhance local manufacturing as part of its 24-hour economy policy.

Speaking at the 2025 Post-Budget Workshop in Parliament, the Presidential Advisor on the 24-hour economy, Goosie Tanoh, highlighted that the initiative is designed to drive transformation in the manufacturing sector while fostering local consumption.

“Other components of the 24-hour economy include a program called ‘Go Ghana.’ This initiative serves as a mobilisation effort, encouraging every Ghanaian who cares about their community and country to contribute—whether through environmental sanitation or by prioritising the purchase of made-in-Ghana goods,” Tanoh stated.

He explained that institutionalising this initiative requires revising the PPA law to provide a guaranteed market for locally manufactured goods and services. “The only way to institutionalise it is to look at the PPA law and see how we can offer a guaranteed offtake for local manufacturing and local content so we can grow our economies. We should learn from the Asian Tigers, who made it a priority to buy their own goods. Today, look at where they are and how everybody compares us to them,” he noted.

While the policy is expected to be largely private sector-driven, Tanoh indicated that the government would seek limited funding in the mid-year budget review to support its implementation.

The amendment to the PPA Act aligns with broader efforts to strengthen Ghana’s industrial sector, reduce import dependency, and create sustainable employment opportunities. It is anticipated that the changes will provide a framework for increasing demand for local products, boosting production capacity, and enhancing economic growth.

With these reforms, the government aims to position Ghana as a competitive player in the global market while promoting national economic self-sufficiency.
