Security Analyst Prof. Kwesi Aning has offered an insightful perspective on the jubilant reactions of police officers following the appointment of COP Christian Tetteh Yohuno as the new Inspector General of Police (IGP).
He views the officers’ celebration as an indirect testament to the transformative leadership of former IGP Dr. George Akuffo Dampare.
Following COP Yohuno’s swearing-in, police personnel at the headquarters welcomed him with cheers, enthusiasm, and even monetary sprays—an unusual but symbolic display of approval. While this excitement signalled a fresh chapter for the police service, it also came with open criticism of Dr. Dampare’s tenure.

Some officers branded him a “tyrant” and a “dictator,” claiming his removal had liberated the service from oppressive leadership.
Speaking in an interview on Channel One Newsroom, Prof. Aning lauded Dr. Dampare for instilling discipline and professionalism in the Ghana Police Service. According to him, Dampare’s leadership dismantled long-standing networks of corruption, favouritism, and unchecked power within the force.
“What it means is that this is an individual and an officer who has transformed the service and made sure that the corruption, the clannism, the network that allowed people to take the law into their own hands simply did not work again,” Prof. Aning remarked.
He further highlighted the inherent challenges of leading with integrity, noting that those who stand up for discipline and professionalism often face opposition.
“When you stand up for discipline and for professionalism, you don’t make friends,” he emphasised, acknowledging the resistance that comes with enforcing reforms.
As Ghana transitions into a new era of police leadership under IGP Yohuno, Prof. Aning’s analysis raises crucial questions about the future of law enforcement. Will the service maintain the reforms initiated by Dampare, or will it revert to old patterns? Only time will tell.
