Kofi Ofosu Nkansah Refutes Wrongdoing in NEIP Recruitment Amid Staff Suspension

Former Chief Executive Officer (CEO) of the National Entrepreneurship and Innovation Programme (NEIP), Kofi Ofosu Nkansah, has denied allegations of any irregularities in the hiring of certain staff members, who have since been suspended by the institution’s new acting CEO.

His response follows an indefinite suspension of all staff of NEIP, announced by the new management over concerns regarding the employment status of workers and the legal implications of their contracts.

Addressing the allegations, Ofosu Nkansah explained that upon assuming office, he identified critical gaps within the institution, particularly in the Human Resource (HR) and Procurement departments. He stated that the absence of a procurement unit affected NEIP’s eligibility for World Bank programs and hindered its ability to secure funding.

To resolve these challenges, management decided to recruit temporary staff to fill key roles and enhance operational efficiency.

The former Akufo-Addo appointee clarified that the affected personnel were not placed on the regular government payroll but were instead paid allowances, which he insists was done legally.

“On the NEIP HR issues, nothing illegal was done. When I took over, there were HR gaps we had to fill to qualify for our World Bank Programmes because there wasn’t even a Procurement Unit. So, we filled those gaps with temporary staff and put them on allowances. Allowances are not illegal. You don’t pay SSNIT on allowances; you only pay PAYE, and it was done,” he stated in a Facebook post on February 23, 2025.

The NEIP’s new management has defended its decision to suspend all employees, citing complex employment issues that prevent the use of operational funds to pay monthly staff allowances.

A letter announcing the suspension, which has since gone viral, instructs all affected employees not to report to work beyond February 24, 2025.

However, management assured that once the employment status issues are fully resolved, some essential staff may be recalled to resume work.

The situation has sparked public debate, with critics questioning whether the previous administration violated recruitment protocols, while others argue that the suspensions could affect NEIP’s ongoing projects and operations.
