VIDEO: Gov’t Declares War on ”Ghost” DStv Decoder Piracy from Nigeria

Minister for Communication, Digital Technology and Innovations, Hon. Samuel Nartey George, has announced the formation of a multi-agency working group to clamp down on what he calls “ghost” DStv decoder piracy from Nigeria into Ghana.

Speaking at a press briefing on Monday, September 29, 2025, the minister explained that the move follows recommendations from the stakeholder committee tasked with reviewing DStv’s pricing and operations in Ghana. The committee identified cross-border piracy as a major threat to Ghana’s economy, jobs, and creative industry.

“The committee considered the issue of cross-border piracy of DStv decoders from Nigeria into Ghana, which has for years deprived the state of tax revenue, transferred jobs from Ghana to Nigeria, denied unsuspecting customers good customer service, and is actively working towards the decline of the Ghanaian local content creation space,” Samuel George said.

To address the challenge, the minister disclosed that a working group will be established with representatives from the Ministry of Communication, Digital Technology and Innovations; the National Communications Authority (NCA); the Cyber Security Authority; the Ghana Domain Name Registry; the National IT Agency; the Customs Division of the Ghana Revenue Authority (GRA); the Ghana Police Service; as well as MultiChoice Africa and MultiChoice Ghana.

“I will work with heads of the above agencies to establish the working group in due course to comprehensively tackle this issue of cross-border piracy,” he assured.

According to Hon. Samuel George, statistics show that for every one legitimate DStv box activated in Ghana, five “ghost” decoders from Nigeria have been deactivated over the same period—an alarming trend that must concern all Ghanaians.

“And so yes, the stakeholders committee we’ve set up is actually going to work with MultiChoice to step up enforcement. We will come after every ‘ghost’ box; we will deactivate them, and we will block them because with the new pricing, we really have no excuse,” he emphasised.
