The Ministry of Communication, Digital Technology and Innovation has announced a nationwide quality of service assessment for all telecommunications operators, scheduled for the final quarter of 2025.
This was revealed by the sector minister, Samuel Nartey George, during a press briefing held on Tuesday, June 10, as part of broader reforms to tackle ongoing service challenges in Ghana’s telecom sector.
According to the Minister, all mobile network operators have been directed to make critical investments in their networks from July to September 2025, in preparation for the upcoming assessment. He cautioned that non-compliant operators will face stiff sanctions.

“I have mandated that all operators make critical investments on their networks to improve quality over the next quarter… The regulator will commence a vigorous quality of service assessment in the final quarter of the year, that is, from October to December. Defaulting operatives will be sanctioned,” he stated.
This marks a renewed push by the ministry to ensure reliable connectivity, especially in the face of growing consumer complaints about call drops, slow internet speeds, and unstable network coverage.
In a related announcement, Minister George commended the CEOs of the country’s three major telcos — MTN, Telecel, and AT — for committing to invest approximately $150 million into network improvements before the end of 2025.
“I commend the CEOs of the three telcos for their pledge to collectively invest approximately 150 million dollars in their networks… This is a significant step toward addressing persistent consumer complaints,” he said.
The Ministry has indicated that the National Communications Authority (NCA) will spearhead the quality assessments, ensuring that network performance, coverage, and customer experience meet international standards.
The move is expected to enhance overall telecom infrastructure and improve digital access, especially in underserved areas, as Ghana pushes forward with its digitalisation agenda.
