President John Mahama has appointed Reverend Stephen Wilfred Arthur, a respected aviation strategist and long-serving industry expert, as the acting Director General of the Ghana Civil Aviation Authority (GCAA).
The appointment, which took effect in April 2025, comes at a time when Ghana is aggressively pursuing aviation sector growth, safety reform, and global competitiveness. Rev. Arthur is expected to lead the charge.
With more than 30 years of experience in air transport economics, business development, and regulatory leadership, Rev. Arthur is seen as the ideal figure to help position Ghana as a regional aviation powerhouse.

“Heralding Ghana’s next phase of aviation excellence will require bold vision, solid regulation, and efficient systems,” Rev. Arthur said. “I am honoured to contribute my part.”
He takes over from Mrs. Eyitayo Iyortim, who was recently elected President of the African Top-Level Domains (AfTLD), capping her own impactful tenure at the GCAA.
Rev. Arthur’s legacy within the GCAA is deeply rooted. Over three decades, he has shaped the institution’s policy and regulatory backbone. Most recently, he served as Director of Economic Regulation and Business Development, where he led initiatives in compliance enforcement, investment planning, stakeholder management, and regulatory innovation.
He previously worked as Manager of Business Development and Statistics, where he conducted economic audits of airline operators, assessed business plans, and contributed to Ghana’s air transport regulatory frameworks.
His role extended to corporate planning and finance, managing GCAA’s budgeting systems, financial reporting processes, and strategic investment projections.
Rev. Arthur is no stranger to the international aviation space. He has represented Ghana in major ICAO conferences and bilateral air negotiations, and he currently chairs the national Advance Passenger Information (API) and Passenger Name Record (PNR) systems committee—crucial tools for aviation security and passenger management.
He also serves on working groups under the African Civil Aviation Commission (AFCAC) to implement the Single African Air Transport Market (SAATM)—a key African Union project to liberalise intra-African aviation.
Rev. Arthur is academically grounded, with an Executive MBA from the University of Bradford, UK, and a Bachelor of Science in Administration from the University of Ghana. He’s received advanced training in air transport economics, strategic airport management, and aviation policy through institutions like IATA and the Singapore Aviation Academy.
He is also a fellow of the Global Association of Certified Chartered Economists.
Outside aviation, he is the founder and pastor of Kingdom Family International, a Christian ministry, where he offers spiritual leadership and social guidance.
Rev. Arthur’s appointment is widely seen as a strategic move to sustain GCAA’s momentum in regulation, innovation, and safety. Stakeholders are optimistic that under his leadership, Ghana’s skies will become not only busier but also safer and better governed.
