MTN CEO: E-Levy Cannot Be Scrapped Instantly Without Approval

The Chief Executive Officer of MTN Ghana, Stephen Blewett, has clarified that the removal of the Electronic Transfer Levy (E-Levy) cannot take effect immediately, despite President John Dramani Mahama’s recent approval to scrap the tax.

Speaking at MTN House in Accra on April 2, 2025, Blewett emphasised that telecom operators must comply with regulatory procedures before halting the levy’s deductions.

“There is a process that has to be followed. I can’t abolish the E-Levy until I’m told to do it. If I do it ahead of time, the Bank of Ghana will catch me,” he remarked, highlighting the importance of regulatory oversight.

Blewett noted the dampening effect of the E-Levy on mobile money transactions and expressed confidence that its removal would revitalise the sector.

“The reason for the abolishment of E-Levy is to encourage momentum in mobile money,” he explained, acknowledging that the tax had discouraged digital transactions since its introduction in 2022 at 1.75%—later reduced to 1%.

He assured the public that MTN Ghana is ready to act promptly once the official directive is issued.

“We will follow the process. And once it’s gone, mobile money will regain its strength,” he stated confidently.

Blewett’s comments come as President Mahama fulfils a campaign promise to abolish the E-Levy, Betting Tax, and Emissions Tax. However, the implementation timeline now hinges on regulatory approval from the Bank of Ghana and other relevant authorities.
