Mahama to Unveil New Code of Conduct for Government Appointees Today
President John Dramani Mahama is set to unveil a comprehensive Code of Conduct for all government appointees today, Monday, May 5, 2025 — a key milestone in the rollout of his administration’s ambitious 120-day Social Contract.
The announcement was confirmed in a Facebook post by the Minister in Charge of Government Communications, Felix Kwakye Ofosu, who described the week ahead as “a pivotal moment for the government’s reform agenda”.
Originally signalled during the swearing-in of ministers, the Code of Conduct is aimed at establishing clear ethical guidelines for public officials. President Mahama has stated that the code will explicitly define the “dos and don’ts” of public service, eliminating ambiguity and reinforcing his government’s commitment to integrity and good governance.

The initiative forms part of broader efforts to institutionalise responsible leadership and intensify the fight against corruption in public office.
“President Mahama enters an important week in which stock will be taken of the rollout of his 120-day social contract,” Kwakye Ofosu wrote. “It begins with the unveiling of a strict Code of Conduct to regulate the activities of all appointees and ensure transparency and accountability in government.”
The Code is expected to serve as a framework for accountability, shaping the behaviour of appointees across ministries, departments, and agencies. It is also anticipated to introduce sanctions for violations, signalling the administration’s zero-tolerance stance on misconduct.
This move is being closely watched by civil society groups, anti-corruption bodies, and the public as a litmus test for Mahama’s commitment to governance reforms promised during his campaign.
