President John Dramani Mahama has made good on his 2024 campaign promise by signing into law a set of bills that abolish the Electronic Transfer Levy (E-Levy), Betting Tax, and Emissions Tax—a move aimed at easing the financial burden on Ghanaians.
The legislative approval follows the March 13, 2025, presentation of eight tax bills to Parliament by Finance Minister Dr Cassiel Ato Forson. The bills included the Electronic Transfer Levy (Repeal) Bill, 2025; the Emissions Levy (Repeal) Bill, 2025; the Income Tax (Amendment) Bill, 2025; and the Earmarked Funds Capping and Realignment (Amendment) Bill, 2025.
The E-Levy, introduced in 2022, imposed a 1% tax on electronic transactions, including mobile money transfers and online payments. It was widely criticised for discouraging digital payments and putting undue pressure on consumers. Similarly, the betting tax, which levies 10% on gross winnings from gambling, drew criticism from industry players.

During the 2024 election campaign, then-NDC flagbearer John Mahama pledged to abolish these taxes within 120 days of taking office. By assenting to the repeal bills, his administration has fulfilled this promise, marking a significant policy shift.
In a statement, President Mahama emphasised his commitment to reducing the cost of living and stimulating economic growth. He noted, “These tax repeals are a testament to our dedication to alleviating the economic burden on Ghanaians and creating an enabling environment for businesses and individuals to thrive.”
The move has been praised by business owners, digital payment users, and gaming industry stakeholders who believe the repeal will boost economic activity and encourage financial inclusion. The government, however, has assured Ghanaians that alternative revenue measures will be introduced to maintain fiscal stability and drive national development.
This policy change is expected to revitalise the economy by increasing consumer spending and fostering a business-friendly environment.
