President John Dramani Mahama has launched the government’s 24-Hour Economy and Accelerated Export Development Programme, describing it as a “national reset” to rebuild Ghana’s economy through continuous productivity, expanded exports, and inclusive job creation.
Addressing a packed audience at the official launch in Accra, President Mahama framed the policy as a bold economic transformation agenda, signaling a departure from mere political slogans to a strategic national mobilisation rooted in productivity and innovation.
“This is more than a policy initiative; it is a national reset,” he declared. “Today, we reclaim our founder’s vision of a self-reliant, industrious and inclusive African nation that works with its creativity and ensures prosperity for all.”

The 24-Hour Plus Programme seeks to revolutionise Ghana’s productivity model by encouraging round-the-clock operations in key sectors such as agriculture, pharmaceuticals, manufacturing, logistics, infrastructure, and textiles. Beyond extending working hours, it aims to boost exports, reduce import dependency, and create 1.7 million quality jobs over the next four years.
“We have moved from slogan to strategy,” Mahama stated. “This launch is not the end but the beginning of a national mobilisation.”
The initiative is backed by a projected $4 billion investment, with the government contributing $300–$400 million in seed capital. Mahama made clear that government funding will be catalytic, not dominant, targeting bulk infrastructure and enabling frameworks to attract private-sector leadership.
“The private sector will lead the 24-Hour Plus Programme. Government will facilitate, not dominate,” he emphasised.
To ensure sustainability, financing will flow through commercial banks, development finance institutions (DFIs), and blended finance mechanisms. The design encourages enterprise-level innovation, leveraging public-private partnerships to unlock investment and job creation.
The policy is structured into nine strategic documents, comprising one overarching blueprint and eight thematic subprogrammes:
- Grow24 (Agriculture)
- Make24 (Manufacturing)
- Build24 (Infrastructure)
- Show24 (Creative Arts)
- Connect24 (Transport & Logistics)
- Fund24 (Access to Finance)
- Aspire24 (Youth Development)
- Go24 (Governance & Policy Alignment)
Each subprogramme is designed to integrate Ghana’s value chains across time zones and industries, ensuring economic activity continues around the clock while creating widespread economic opportunities.
Mahama positioned the initiative as Ghana’s strategic response to global economic shifts, especially in a post-pandemic and climate-aware world. By boosting local production and stimulating exports, the programme aims to make Ghana a competitive force in regional and international markets.
“We are laying the foundation to re-engineer Ghana’s economic productivity architecture and harness the potential of every Ghanaian, every hour of the day,” he said.
