Let’s Revise Pensions Act to Capture Gig Workers, Digital Entrepreneurs – SSNIT Boss

The Social Security and National Insurance Trust (SSNIT) has proposed a major revision of Ghana’s National Pensions Act, 2008 (Act 766), to reflect changing work patterns and the rise of non-traditional forms of employment such as gig work, digital entrepreneurship, and remote jobs.

According to the Trust, the current pension framework was designed for a traditional labour market and fails to adequately protect the growing number of Ghanaians working independently or in digital and informal sectors.

Speaking at a symposium to mark SSNIT’s 60th anniversary, Director-General Kwesi Afreh Biney said the law must evolve to ensure every worker—formal or informal—has access to social protection and income security in retirement.

“We must ensure that the National Pensions Act evolves to reflect new forms of work such as the gig economy, digital entrepreneurship, and remote employment. A more adaptive legal framework will help us protect all workers, regardless of where they work,” he said.

Mr Afreh Biney emphasised that millions of self-employed Ghanaians, including traders, artisans, and farmers, remain outside the formal pension system, making them vulnerable in old age. He revealed that SSNIT is implementing targeted strategies to close this gap through digital platforms, improved customer service, and enhanced data systems.

“As we celebrate 60 years of service, we acknowledge the challenges that remain and commit to building a future defined by innovation, inclusion, and sustainability,” he added.
“The next 60 years must see an even stronger SSNIT—one that protects the Ghanaian worker, supports families, and strengthens the fabric of our society.”

Experts have long warned that Ghana’s informal economy, which employs over 85% of the workforce, poses a challenge to universal pension coverage. The rise of digital jobs, freelance work, and online entrepreneurship has further complicated the landscape, with many contributors falling outside the current legal definitions of formal employment.

SSNIT’s proposal, therefore, signals a shift toward a more inclusive pension system that captures the realities of a modern, flexible workforce.
