Gov’t Moves to Protect 3 Million AirtelTigo Subscribers Amid Network Shutdown Threat- Sam George Reveals
The Minister for Communications, Digital Technology, and Innovations, Sam Nartey George has revealed that government has rolled out urgent measures to safeguard over three million subscribers of Airtel Ghana Limited (AT) after ATC Ghana disconnected AT’s sites over unpaid debts, sparking fears of a nationwide service blackout.
On September 1, 2025, ATC Ghana initiated power disconnections to AT’s radio access networks, threatening to cripple voice, data, and mobile money services.
In a swift response, the National Communications Authority (NCA) directed AT and Telecel Ghana to implement national roaming, ensuring AT’s customers are automatically migrated onto Telecel’s network. The move allows subscribers to continue accessing voice, SMS, data, and AT Money services without disruption.

To secure AT’s long-term viability, the Government has appointed KPMG as transaction advisor, tasking the firm with a 60-day mandate to:
- Review AT’s outstanding debts.
- Assess the government’s equity stake in Telecel Ghana.
- Recommend strategies to establish a strong, sustainable second operator capable of balancing Ghana’s competitive telecom market.
The Minister of Communications and Digitalisation assured that no jobs will be lost as part of the intervention, emphasising that the rights of both permanent and contract workers at AT will be protected. He further clarified that no merger or acquisition decisions have been made, and such steps would only be considered after KPMG’s final recommendations.
The government has called for calm among subscribers, creditors, and industry stakeholders, urging patience as the assessment process continues. Officials say the overarching goal is to safeguard consumer interests, stabilise AT, and preserve Ghana’s telecom diversity.
This intervention comes at a critical time, with the industry regulator under pressure to maintain competition and protect millions of Ghanaians who rely on AT’s services for communication and mobile money transactions.
