Gov’t Injects GH₵450m into NIB, Preserves GH₵6.4bn Depositors’ Funds

The Minister for Finance, Dr. Cassiel Ato Forson, has revealed that the government has so far injected GH₵450 million into the National Investment Bank (NIB) as part of a renewed effort to rescue and revitalise the struggling state-owned bank.

Presenting the 2025 Mid-Year Budget Review to Parliament, Dr. Forson said the intervention forms part of a broader recapitalisation strategy aimed at strengthening NIB’s balance sheet, preserving depositors’ funds, and securing the bank’s future viability.

“We have invested some 450 million cedis so far into NIB. We have also issued a remarkable bond with a face value of GH₵1.5 billion to NIB and transferred GH₵500 million worth of the Government of Ghana’s shares in Nestlé Ghana Limited to the bank,” the minister disclosed.

According to him, these strategic measures have helped preserve GH₵6.4 billion in depositors’ funds, thereby safeguarding customer interests and reinforcing public confidence in the institution.

This latest recapitalisation, which the government earlier pegged at GH₵1.4 billion in a mix of cash and bonds, is part of ongoing financial sector reforms and a broader push to stabilise state-owned banks and position them to drive Ghana’s development agenda.

The move also aligns with critical conditions tied to Ghana’s bailout program with the International Monetary Fund (IMF). The government was under pressure to either shut down or reform NIB before the Fund’s fourth program review could be submitted to the IMF Board.

Although there were calls before the 2024 general elections for NIB to be closed due to its financial drain on the public purse, the previous administration rejected that option, opting instead for a path of restructuring and recapitalisation.

The government has since accelerated NIB’s reforms, focusing on governance overhaul, improved risk management, and a sustainable operational strategy to transform the bank into a productive asset rather than a liability.
