Gov’t Appoints KPMG as Transaction Advisor for AT–Telecel Future Talks

The Minister for Communications, Digital Technology, and Innovations, Sam Nartey George, has announced the appointment of KPMG as transaction advisor to oversee the proposed merger between AT Ghana (formerly AirtelTigo) and Telecel Ghana.

Speaking at a press conference on Friday, September 5, 2025, Mr George said the move forms part of the government’s broader strategy to rebalance Ghana’s telecom sector by creating a second strong mobile operator capable of competing effectively with MTN Ghana.

“The government has appointed KPMG as transaction advisor to guide the future of AT, with the goal of building a strong competitor to rebalance the mobile market,” he stated.

KPMG has been given 60 days to complete its assignment, which includes:

  • Reviewing the government’s shareholding in Telecel Ghana.
  • Recommending structural options to strengthen competition.
  • Outlining pathways to improve telecom services for consumers.

The minister also addressed concerns over job security at AT Ghana. He assured that the company’s 300 permanent employees will retain their jobs, while the transaction advisor has been directed to consider options for safeguarding the positions of about 200 contract staff.

“Approximately 300 permanent staff of AT will maintain their employment. I have already met with them and given that assurance. The transaction advisor has also been instructed to consider the fate of the 200 contract staff,” Mr George emphasised.

The move comes in the wake of service disruptions after AT’s infrastructure was disconnected by ATC Ghana over debt concerns, raising questions about the sustainability of the operator. Government intervention is seen as part of efforts to protect over three million subscribers, stabilise the sector, and ensure healthy competition in the telecom market.

The Ministry has urged stakeholders to remain calm and await KPMG’s recommendations, which are expected to chart the course for the future of AT and Telecel’s combined operations.
