The immediate past Chief Executive Officer of the National Petroleum Authority (NPA), Dr Mustapha Abdul-Hamid, has filed an application at the High Court seeking the release of his passport to enable him to travel to Canada for a political engagement.
His legal team, led by Joseph Dindiok Kpemka, confirmed that the motion will be heard on November 13, 2025. The request, they say, is a procedural application unrelated to the ongoing criminal case against Dr Abdul-Hamid.
“This is a private application we are making; it has nothing to do with the case. This one is Dr Mustapha-Hamid’s personal engagement outside the country,” Mr Kpemka explained in an interview on TV3’s News Central on Thursday, November 6.

He clarified that the move complies with existing bail conditions. “When the bail was granted, one of the conditions was to deposit the passport. So, if you want to travel, you must seek leave and permission of the court — that’s exactly what we’ve done. He is exercising his rights, and there’s nothing wrong with that,” he added.
However, the prosecution has opposed the application, arguing that Dr Abdul-Hamid remains on the Office of the Special Prosecutor’s (OSP) stop list and that releasing his passport could complicate ongoing investigations.
Dr Abdul-Hamid and nine others are currently facing 54 criminal charges, including extortion, abuse of public office, and money laundering, involving GHC 291.57 million (approximately US$20.4 million) and US$332,407.47.
According to the OSP, the accused allegedly extorted large sums of money from bulk oil transporters and oil marketing companies under the guise of official duties during Dr Abdul-Hamid’s tenure at the NPA.
The case, which was previously adjourned due to the unavailability of the trial judge, has been rescheduled to November 13, 2025, when the court will also hear arguments on the passport release application.
