The Ministry of Communication, Digital Technology, and Innovations has directed the newly inaugurated Cybersecurity Industry Forum to bring private sector perspectives into the ongoing amendment of the Cyber Security Act, 1038.
The amendment process, which was opened for public consultation from October to November, seeks to strengthen the mandate of the Cyber Security Authority (CSA), introduce new regulatory measures for critical information infrastructure, mandate compliance standards, and address rising cyber threats.
Speaking at the inauguration ceremony on Thursday, December 11, 2025, the Minister for Communication, Digital Transformation, and Innovations, Sam George, disclosed that the ministry had received over 272 memos from stakeholders. These submissions, he said, will be reviewed and incorporated into the amended bill before it is forwarded to Cabinet.

“As part of the consultations with stakeholders, even before we head to Cabinet, we received over 272 memos on the bill that we put out. With Act 1038, which we are amending, there have been quite some interesting opinions that have been brought forth. Sam George, Minister for Communication, Digital Transformation, and Innovations
Sam George also underscored the importance of international partnerships within Ghana’s growing digital ecosystem. He assured potential investors that Ghana remains a safe and open environment for business, provided all activities comply with national laws and regulations.
“Ghana is a safe place to visit and to invest. The President has already said that Ghana is open for business… Any investor wishing to come into the country must respect our standards, laws, and frameworks.”
He added that the Cyber Security Authority plays a crucial role in safeguarding the privacy of citizens and businesses and will ensure that international players operate responsibly.
Meanwhile, the Acting Director-General of the CSA, Divine Selasie Agbetsi, issued a caution to the public ahead of the festive season, noting that cybercriminal activity typically spikes during the holidays.
“If you are not expecting links from people or groups, especially on WhatsApp, do not open any forwarded links blindly… Young men and women must remain vigilant and protect their dignity, because we do not want to deal with the aftermath of deleted sensitive content on social media after the festive season.”
The newly inaugurated forum is expected to influence final revisions to the Cyber Security Act, ensuring that the amendments address emerging cyber risks while balancing the interests of businesses, investors, and the general public.
