The minority in Parliament is calling for the immediate prosecution of officials at the Ministry of Transport for allegedly breaching Ghana’s Public Financial Management (PFM) Act by overspending close to GHS10 million without parliamentary approval.
According to the caucus, Parliament approved GHS 83 million for the ministry’s capital expenditure for the 2025 financial year. However, the ministry is reported to have exceeded this allocation by an additional GHS 10 million, an act the Minority says constitutes a clear violation of financial governance rules.
Raising the issue during the debate on the ministry’s 2026 budget estimates, members of the Minority stressed that the matter cannot be brushed aside, insisting that accountability and consequences are necessary.

“Has anybody been sent to the OSP? They came here to talk about the PFM Act. Mr Speaker, it is clear that many of you are likely to go to jail from what I am seeing from year one alone,” one MP charged.
They further demanded a full-scale inquiry into the circumstances that allowed the overspending to occur.
“Mr Speaker, there must be a full enquiry into this matter of how they spent in excess of almost GHS10 million. Mr Speaker, the Minority are demanding an enquiry into why they spent in excess.”
The caucus maintains that without decisive action, the sanctity of parliamentary approval and the financial discipline expected of public institutions will continue to be undermined.
