TVET Boss Outlines 10 Key Benefits of Test Serialisation Ahead of 2025 Certificate II Exams

As over 55,000 students prepare to sit for the 2025 May/June Certificate II Examinations, the Director General of the Commission for Technical and Vocational Education and Training (CTVET), Zakaria Sulemana, has reiterated the importance of test serialisation as a critical tool to safeguard the credibility, fairness, and integrity of the national assessment process.

Speaking ahead of the examinations, which are set to commence this month, Mr Sulemana revealed that six unique series of each examination paper have been developed to discourage malpractice and enhance public confidence in the TVET system.

“Test serialisation is more than a technical measure; it is a bold statement that Ghana is serious about protecting the integrity of its qualifications and the future of its skilled workforce,” he said.

Mr Sulemana highlighted ten essential facts about the process that all stakeholders—students, teachers, parents, and employers—must understand:

  1. Uniform Content: All test series are drawn from the same blueprint and subject content.
  2. Identical Structure: Each version maintains the same construct and format.
  3. Same Questions, Different Order: Questions remain the same but appear in different positions.
  4. Thematic Consistency: Questions are grouped under the same themes across all series.
  5. Uniform Instructions and Duration: All versions have the same directions and allotted time.
  6. Shuffled Options: Answer choices are identical but appear in different positions.
  7. Reordered Correct Answers: Correct responses are the same across versions, but their order is varied.
  8. Same Scoring Guides: All papers use the same marking schemes.
  9. Simultaneous Administration: All versions are written on the same date and time across centres.
  10. Equal Certification: Every candidate, regardless of the series written, receives the same qualification and score interpretation.

“By making it nearly impossible to rely on leaked papers or copy during exams, test serialisation strengthens trust in the system and levels the playing field for all candidates,” Mr Sulemana stressed.

Mr Sulemana urged the 55,295 candidates—comprising 40,339 males and 14,956 females—to approach the exams with honesty, courage, and confidence, warning against attempts to cheat.

“This is your moment of truth. Let no one mislead you into actions that may cost you your integrity or your future. Let your hard work speak for itself,” he said.

He also commended teachers, invigilators, school officials, and parents for their roles in preparing students and called on all examination officials to maintain the highest standards of professionalism.

To industry partners and employers, Mr Sulemana reaffirmed the Commission’s commitment to producing graduates that meet labour market needs.

He further emphasised that the Certificate II Exams are not merely tests but a national symbol of progress. They reflect Ghana’s ambition to build a skilled, ethical, and innovative workforce through relevant and high-quality technical education.

“TVET transformation is no longer a slogan—it is happening, and these exams are at the centre of that journey,” Mr Sulemana concluded. “With every cohort, we are building the human capital needed to drive national development.”
