NSS Personnel Allegedly Steals GH¢303,950 from Customer’s Account

A 25-year-old National Service Person, Jesper Kobina Mensah, has been arraigned before the Accra Circuit Court for allegedly syphoning GH¢303,950 from a Stanbic Bank Ghana Ltd. customer through unauthorised electronic transfers.

The case, presided over by Her Honour Sedinam Awo Kwadam, saw Mensah charged with one count of stealing, contrary to Section 124(1) of the Criminal Offences Act, 1960 (Act 29) as amended, and Section 107 of the Electronic Transactions Act, 2008 (Act 772). He pleaded not guilty but was denied bail and remanded into police custody.

According to the prosecution, led by DSP Emmanuel Nyamekye, the incident was reported on July 15, 2025, by a Stanbic customer based in South Africa, who discovered unauthorised withdrawals totalling GH¢303,950 from his account.

Investigations revealed that the funds had been transferred to several MTN Mobile Money accounts, including numbers registered to Abraham Asiedu, Stephen Eshun, and Fatau Sulley. Sulley, a Binance merchant, was arrested on July 28, 2025, and admitted to facilitating cryptocurrency transactions with the stolen funds, though he claimed to be only a middleman.

Mensah was arrested a month later on August 28, 2025, at his hideout in Nungua. A search of his residence uncovered a trove of equipment linked to digital fraud, including:

  • 9 mobile phones
  • 2 laptops
  • 108 registered Telecel SIM cards
  • 72 registered MTN SIM cards
  • Multiple SIM starter packs

In his caution statement, Mensah admitted to controlling two of the mobile numbers used in the fraudulent transfers. He confessed to converting the stolen cash into USDT cryptocurrency through Binance but claimed he acted under the instructions of unidentified Chinese nationals.

The investigator, Detective Sergeant James Kwesi Turkson, told the court that efforts are ongoing to trace the alleged international accomplices.

Mensah will reappear in court on a later date as the prosecution continues building its case.
