The National Identification Authority (NIA) has suspended the Ghana Revenue Authority’s (GRA) access to its Identity Verification System Platform (IVSP), effective Friday, August 1, 2025, over the GRA’s failure to settle a long-standing debt of GH¢376.7 million.
The NIA described the move as a “last resort” after months of reminders, warnings, and final notices went unanswered.
In a letter dated July 29, 2025, signed by Acting Executive Secretary Wisdom Yayra Koku Deku, the Authority said:

“This action has been necessitated by GRA’s failure and/or refusal to make good its indebtedness to NIA for its use of the said IVSP notwithstanding prior notice and ample opportunity for settlement.”
According to the NIA, it issued several notices to the GRA—including a final demand on April 29 and a follow-up warning on July 15—but received no formal reply or commitment to repay.
The Authority said the GRA’s continued silence amounts to a serious breach of their service agreement, forcing the NIA to cut off access.
The suspension could affect tax identification, compliance monitoring, and service authentication processes that depend on the IVSP.
The NIA stressed that the unpaid debt is crippling its operations and threatening the sustainability of the National Identification System (NIS), which underpins Ghana’s e-governance infrastructure and is used by both public and private entities for secure identity verification.
“GRA’s persistent failure to honour its obligations is seriously crippling the operations of the NIA, threatening the sustainability of the National Identification System upon which GRA and many others depend,” Mr Deku stated.
The Authority insists it will not restore GRA’s access until the entire debt is cleared and all outstanding operational issues are resolved.
