Ghost Names Scandal: Court Grants Gifty Oware-Mensah GH¢10 Million Bail

Former Deputy Executive Director of the National Service Authority (NSA), Gifty Oware-Mensah, has been granted bail in the sum of GH¢10 million by the Accra High Court following her appearance on Tuesday, October 22, 2025.

Mrs Oware-Mensah has been formally charged with five counts, including wilfully causing financial loss to the state, stealing, money laundering, and using public office for profit.

Her court appearance stems from allegations of massive misappropriation of public funds during her tenure at the NSA — a case that has rocked the institution and drawn national attention.

In recent months, the NSA has faced intense scrutiny after a verification audit uncovered alarming discrepancies in its payroll. The exercise found that, although over 180,000 service personnel were officially listed, only about 98,000 could be verified as genuine.

The remaining names were identified as “ghost personnel”, with investigators estimating that GH¢653 million may have been syphoned from state coffers through falsified payments.

Adding to the controversy, the Attorney-General and Minister for Justice, Dr Dominic Ayine, disclosed that a forensic audit conducted by the Auditor-General has since revealed a much deeper level of financial loss.

“The total amount of money stolen or illegally spent now stands at GH¢2.2 billion, far exceeding the GH¢548 million originally uncovered,” Dr Ayine revealed during the Government Accountability Series in Accra.

The revelation marks one of Ghana’s largest public sector corruption cases in recent memory, with investigators continuing to probe the network of individuals allegedly involved in the ghost names scandal.

Mrs Oware-Mensah, however, has denied any wrongdoing, and her legal team has pledged to vigorously defend her integrity as the case proceeds.

The court has ordered her to deposit her passport and report periodically to the Economic and Organised Crime Office (EOCO) as investigations continue.
