GH¢110m for 24-Hour Economy Is Only a Starter Fund- Finance Ministry Clarifies

The Ministry of Finance has clarified that the GH¢110 million allocation captured in the 2026 national budget for the government’s proposed 24-Hour Economy programme is only a facilitating amount, not the full cost of the initiative.

According to Isaac Fraikue, Director of Budget at the Ministry, the allocation is meant to kick-start initial activities while the government mobilises significant additional funding from the private sector and development institutions.

Addressing public concerns about whether the programme is adequately resourced, Mr Fraikue explained that all budgeted activities have financial backing, but the 24-hour economy requires broader support beyond what the state alone can provide.

“There is no activity in the budget that is not funded. The GH¢110 million is not for the full funding of the 24-Hour Economy project; it is just a facilitating amount,” he stated.

He noted that the Ministry of Finance has already begun engagements with private sector players as well as institutions such as the Development Bank of Ghana and the Ghana Infrastructure Investment Fund (GIIF) to secure additional financing.

Mr Fraikue emphasised that the programme’s success hinges on private capital mobilisation, particularly from businesses expected to operate round the clock in sectors such as manufacturing, agribusiness, transport, health, tourism, and public services.

“Anything in the budget document has financing backing. The major focus now is on physical discipline, and we anticipate that from now onwards, Ghanaians will observe the implementation closely,” he added.

The clarification comes after Finance Minister Dr Cassiel Ato Forson announced during the 2026 budget presentation on Thursday, November 13, that GH¢110 million had been allocated for the rollout of the 24-hour economy. The programme aims to boost productivity, expand business operations, and create jobs, especially for the youth.
