Former ECG Boss Defends Revenue Under-Declaration, Says It’s Not Criminal

Former Managing Director of the Electricity Company of Ghana (ECG), Samuel Dubik Mahama, has stated that the under-declaration of revenue by the company is not a criminal offence.

Speaking to JoyNews on The Pulse on Thursday, January 16, Mr. Mahama defended the company’s actions, explaining that the reported discrepancies were due to operational necessities, including paying salaries and maintaining infrastructure.

“Under-declaration is not a criminal offence,” he said, emphasising that the company needed to allocate funds to critical expenses before remitting revenues to the state.

The 2025 Ghana Energy Sector Recovery Programme (GESRP) report revealed that ECG under-declared GH₵490 million in revenue between October and December 2023. However, Mr. Mahama attributed this to the company’s financial realities, such as managing salaries and district-level maintenance costs.

“Let’s look at the salary bill of ECG. Let’s consider how much ECG needs to keep the lights on in your districts, including maintenance on the lines. Where do you expect ECG to get that money from if ECG gives all the money it receives away?” he questioned.

Mr. Mahama also pointed to external factors like foreign exchange volatility, noting that the fluctuation in the US dollar’s value significantly impacted ECG’s operations.

The former ECG head appealed for a broader understanding of the company’s operational challenges, arguing that such discrepancies are part of the financial balancing required to sustain electricity services across Ghana.
