She was appointed Deputy Minister of Environment, Science, Technology, and Innovation by former President John Dramani Mahama in 2013, where she played a pivotal role in advancing policies related to environmental protection, climate change, and technological innovation.

In a release signed by NDC Constituency Secretary Mr. Prosper Kumi, the party expressed its deep sorrow over her passing:

“Dr. Heloo demonstrated a strong commitment to public service, governance, and political economy. She was a passionate advocate for women’s rights, education, and healthcare.”

Dr. Heloo’s work extended far beyond politics.

She was the founder of Prolink, a non-governmental organisation dedicated to empowering disadvantaged communities, with a focus on women and girls. Through Prolink, she championed causes such as access to education, health equity, and economic empowerment.

Her tireless efforts earned her recognition as a voice for the voiceless, particularly for marginalised groups in rural areas.

Born on September 24, 1954, in Hohoe, Dr. Heloo pursued an impressive academic journey:

  • Attended Mawuli School in Ho and OLA Senior High School for her secondary education.
  • Obtained a Bachelor of Arts degree and an MPhil in Adult Education from the University of Ghana.
  • Earned an M.E.D. in Literacy for Rural Development from the University of Manchester.
  • Completed a doctorate at the Swiss Management Centre University.

Her educational background equipped her with the tools to advocate for literacy and rural development, both in Ghana and internationally.

The NDC Constituency leadership, including MP-elect Thomas Worlanyo Tsekpo, has extended condolences to Dr. Heloo’s family and the broader NDC fraternity.

“Her accomplishments are a testament to her dedication and perseverance. She will be deeply missed by her family, colleagues, and the communities she served. May her legacy continue to inspire future generations,” the statement read.

The party called on all comrades and sympathisers to offer support to the bereaved family and share in their grief during this difficult time.

Dr. Heloo’s work in politics, education, and advocacy has left an indelible mark on the Hohoe Constituency and Ghana at large.

Her dedication to women’s empowerment, environmental sustainability, and community development will continue to inspire future leaders and public servants.

As the NDC and the nation mourn her loss, Dr. Heloo will be remembered as a trailblazer who dedicated her life to the service of her people and the betterment of society.
