CTVET Board Charged to Deliver Jobs and Skills for Ghanaian Youth

The newly inaugurated Governing Board of the Commission for Technical and Vocational Education and Training (CTVET) has been urged to drive a renewed national commitment to equipping Ghanaian youth with skills that assure them of employment.

Delivering the keynote speech at the swearing-in ceremony, Director of Policy, Planning, Monitoring and Evaluation at the Ministry of Education, Mavis Asare Donkor, speaking on behalf of H.E. John Dramani Mahama, congratulated the new council and underscored the urgency of revitalising the technical and vocational education and training (TVET) sector to meet the demands of a rapidly growing youth population.

“This appointment begins at a time of great opportunity and challenges for Ghanaian youth. Your task is not just policy reform—it is about improving employability, livelihoods, and national productivity,” she noted.

Drawing attention to shifting demographics, the deputy minister highlighted that the country’s dominant age group is now between 15 and 35 years. She described this as a demographic imperative that makes investing in TVET a strategic necessity.

“TVET is no longer a fallback. It is a powerful path to unlocking the potential of our youth and stimulating economic growth,” she said.

To address structural gaps, Hon. Donkor revealed plans to establish a dedicated national TVET fund. She said such a fund, tailored to the Ghanaian context and aligned with international best practices, will offer sustainable financing to the sector.

“We are not just tweaking TVET; we are resetting it,” she declared.

Madam Mavis Asare Donkor encouraged the Board to pursue innovation and region-specific training approaches. “Each community should host a TVET institution that reflects its economic strengths. Agrarian areas should lead in agribusiness TVET, while industrial hubs could specialise in mechanics or manufacturing,” she proposed.

She reaffirmed the government’s commitment to supporting the Commission with the needed funding and policy direction. She assured the Board that the Ministry would continue its partnership with GetFund to boost infrastructure and logistics across TVET centres.

In response, Board Chair Nii Dodu expressed the Council’s deep gratitude to the President and pledged to uphold transparency, deepen industry engagement, promote innovation, and expand access to TVET nationwide.

“We accept the charge to make CTVET future-ready, inclusive, and impactful. We will also ensure that the Commission’s work reflects measurable results that address real labour market needs,” he stated.

The Board committed to supporting the upcoming National Certificate II Examinations, strengthening training provider accreditation, and expanding TVET institutions to underserved regions.

“The vision shared by the Honourable Deputy Minister is a blueprint for transformation. We will work to deliver on this promise and give hope to Ghanaian youth,” Nii Dodu said.

Mavis Asare Donkor concluded by reinforcing the importance of viewing TVET as a first-choice pathway, not a secondary option. She announced that the government would soon begin work on establishing three additional technical universities in regions that currently lack them.

“Let’s not see TVET as a second option but as an alternate route to employability and a secured future for the 15- to 35-year-old population of Ghana. The doors of the ministry remain open. Let’s work together,” she said.
