AUDIOS: Mahama Outlines Bold Initiatives, Says 24-Hour Economy Policy Rolls Out in July

President John Dramani Mahama has announced the imminent rollout of Ghana’s flagship 24-Hour Economy Policy, highlighting the transformation of the Volta Lake into a major transport and industrial corridor as a centrepiece of the initiative.

Speaking at a multi-sectoral engagement held at Jubilee House, the president confirmed that the final draft of the policy has been reviewed and is ready for implementation. “I’m confident we now have a coherent and actionable framework with which to deliver results,” Mahama said, emphasising the importance of a stable macroeconomic environment supported by strong coordination between monetary and fiscal authorities.

A cornerstone of the policy is the establishment of a 24-Hour Economy Secretariat—an independent authority to be backed by legislation and report directly to the President. This body will coordinate the nationwide rollout, ensuring institutional stability and oversight.

Central to the plan is the development of the Volta Lake Economic Corridor, envisioned as a national production zone and logistics hub. President Mahama outlined plans to cultivate over two million hectares of arable land along the lakeside, revitalise fisheries, and create industrial parks producing goods for domestic and regional markets.

“The lake will be activated as a transport highway, moving food, people, and goods more efficiently than our congested roads allow us to do currently,” he explained. The government will invest in floating assets, ports, and long-term partnerships to support this vision.

The policy targets priority value chains across all regions, including agro-processing, pharmaceuticals, textiles, light manufacturing, tourism, digital services, and the creative economy. Each sector will receive tailored interventions to address specific bottlenecks.

Infrastructure projects will be spearheaded by the Ghana Infrastructure Investment Fund, overseeing industrial parks, logistics hubs, and transport upgrades. Meanwhile, financing support will come from the Development Bank of Ghana and the Venture Capital Trust Fund, aimed at empowering SMEs, cooperatives, and agribusinesses.

President Mahama also highlighted land and skills development measures. The government will create zoned, titled, and investment-ready land banks to reduce delays for investors. The Aspire24 sub-programme will train youth for shift-based jobs, digital roles, and entrepreneurship.

The 24-Hour Economy Policy will be decentralised, with each district forming its own implementation task force within local assemblies, enabling regions to lead their own industrial transformation based on their unique strengths.

The draft programme document will be released for public consultation starting Tuesday, with an official launch planned for July, coinciding with Ghana’s Republic Day.

“This is no longer just a vision. It is a structured, sequenced, and inclusive plan, and its implementation is beginning,” Mahama concluded, underscoring the policy’s role as a central pillar in his administration’s agenda for economic transformation.
