The Minister-designate for Health, Kwabena Mintah Akandoh, has pledged to investigate the controversial contract for ambulance spare parts and maintenance if confirmed by Parliament.
Speaking during his vetting before the Appointments Committee on Friday, January 31, 2025, Mr. Akandoh expressed concern about the terms of the agreement between the Ministry of Health and the company responsible for maintaining Ghana’s ambulance fleet.
“For the spare parts and the contract with the company maintaining Ghana’s ambulances, I have received a briefing on the issue. If approved by the committee, I am determined to investigate this matter thoroughly,” he said.
The nominee disclosed that the same company that was awarded a $41 million contract to procure 307 ambulances had also been handed a subsequent five-year maintenance contract valued at a staggering $77 million, nearly double the procurement cost.
“This company was contracted to purchase 307 ambulances for $41 million. However, I have seen a contract showing that the ministry later signed a maintenance agreement worth $77 million over five years. The rate of vehicle deterioration does not justify such an amount. I intend to launch an investigation into this arrangement,” Mr. Akandoh said.
The revelation has raised fresh concerns regarding procurement transparency and financial accountability in the health sector, with civil society groups and stakeholders previously questioning the cost-effectiveness of Ghana’s emergency medical services investments.
Mr. Akandoh’s commitment to scrutinising the deal signals a push for reforms aimed at ensuring value for money in government contracts and addressing inefficiencies in the management of public resources.
