Gov’t Moves to Prosecute Election Violence Offenders — 11 New Dockets Forwarded to Attorney-General

The Ministry of the Interior has taken a major step toward delivering justice for victims of electoral violence, preparing eleven new criminal case dockets on violent incidents and deaths recorded during the 2020 and 2024 general elections and forwarding them to the Attorney-General’s Department for prosecution.

Interior Minister Mohammed Muntaka Mubarak announced this at a press briefing in Accra on Tuesday, revealing that the move follows extensive investigations by a special joint task force established by the Ministry and the Ghana Police Service to probe election-related offences.

According to the Minister, the investigations have identified 21 suspects through witness statements, forensic and ballistic tests, and crime scene reconstructions.

“Four of the suspects have been arrested and granted police inquiry bail, while five others have been remanded in prison custody,” Mr. Mubarak said.

He explained that the task force’s findings span violent incidents in both 2020 and 2024, which together claimed 15 lives and injured over 40 people across seven regions — Greater Accra, Ashanti, Bono East, Savannah, Northern, Upper East, and Upper West.

Mr. Mubarak said the majority of the incidents involved the misuse of firearms by political party supporters and, in some cases, the use of live ammunition by security personnel during crowd-control operations at polling stations and collation centres.

“The government is determined to bring closure to these incidents and prevent a recurrence in future elections,” he assured.

The announcement marks the first concrete prosecutorial progress since the violent clashes that marred the 2020 elections, during which police confirmed more than 60 cases nationwide — including deadly shootings at Techiman South, Odododiodio, and Ablekuma Central, which left five people dead.

Similar scenes unfolded during the 2024 general elections, particularly in parts of the Ashanti, Bono East, and Savannah Regions, sparking widespread public concern over electoral security. Civil society groups, including the Centre for Democratic Development (CDD-Ghana), documented several incidents of gun-related injuries and urged authorities to ensure accountability.

Mr. Mubarak stressed that the preparation of new dockets and ongoing prosecutions form part of a broader push to strengthen accountability within Ghana’s security and justice systems.

“We will not allow these cases to gather dust. Those responsible will face the full rigours of the law,” he declared.

He further disclosed that recommendations from the investigative task force would inform comprehensive reforms in crowd-control protocols, inter-agency coordination, and security personnel training to prevent future election-related violence.

“Our goal is to ensure that future elections are peaceful, transparent, and free from the tragedies we witnessed in 2020 and 2024,” the Interior Minister concluded.
