The scale of financial losses in the National Service Authority (NSA) scandal is far greater than initially reported, according to the Attorney General and Minister for Justice, Dr Dominic Ayine.
Addressing journalists during the Government Accountability Series on Wednesday, Dr Ayine revealed that a forensic audit conducted by the Auditor General has exposed a total of GHS 2.2 billion in funds either stolen or illegally expended within the NSA.
This figure represents a dramatic increase from the GHS 548 million previously identified by investigators as of June 2025, signalling that the scale of the corruption runs far deeper than originally feared.

“Also, I wish to announce that the Auditor General has conducted a forensic audit into the NSA scandal, and the total amount of money stolen or illegally spent now stands at GHS 2.2 billion,” Dr Ayine disclosed.
“This is significantly higher than the GHS 548 million that was uncovered by our investigators earlier this year.”
The revelation has sent shockwaves across the country, raising renewed questions about oversight, accountability, and systemic corruption within public institutions.
Meanwhile, one of the key figures implicated in the scandal, Mrs Gifty Oware Mensah, former Deputy Executive Director of the NSA, appeared before the Accra High Court on Wednesday, October 22, 2025, where she pleaded not guilty to multiple charges, including causing financial loss to the state, stealing, money laundering, and using public office for profit.
According to prosecutors, Mrs Oware Mensah allegedly orchestrated a scheme that involved the creation of 9,934 ghost National Service personnel, syphoning off millions in state funds through falsified allowance disbursements.
The fraudulent operation, investigators say, caused the state to lose over GH¢38 million during her tenure.
Mrs Oware Mensah, however, maintains her innocence, insisting that she has no hand in the alleged financial malfeasance. Her legal team has vowed to contest the charges, describing them as “baseless and politically motivated.”
The Attorney General’s office has assured Ghanaians that the government is determined to recover all misappropriated funds and ensure that those responsible face justice.
The NSA scandal, which has now ballooned into one of the largest corruption cases in Ghana’s recent history, continues to unfold—shedding light on deep-rooted governance challenges and the urgent need for tighter financial controls across the public sector.
