Corruption at the National Service Authority (NSA) has taken a shocking twist, as Acting Executive Director Ruth Dela Seddoh revealed that more than 1,000 babies under one year old and over 3,000 individuals above 80 years old were illegally listed on the payroll.
Speaking after an audit that exposed the rot, Ruth Dela Seddoh admitted that the Authority’s Central Management System (CMS) had completely failed to filter out ineligible names, resulting in massive resource leakage.
“If the system were foolproof, we wouldn’t have had children under one year without a Ghana Card being on our payroll,” she said. “We had almost 1,000 kids under one year on our payroll, on our system.”

She added that the irregularities were not limited to minors. “Meanwhile, the exit years for everybody are 40 years. So how come people above 40 years were found under the system?”
The revelations forced the Ministry of Youth Development and Empowerment, acting on the orders of President John Mahama, to abruptly suspend the CMS on June 18, stalling this year’s postings.
To calm nerves, Ruth Dela Seddoh assured prospective service personnel that new postings would be released on November 1, 2025, after a transition team completes work on a revamped framework.
“The transition team has been put in place, and the framework for the new system has been set up… I can assure any prospective personnel to calm down, as by November 1, the posting will be done,” she told JoyNews.
The scandal has already triggered administrative shake-ups, including the reassignment of former Acting Director Felix Gyamfi to the Ministry of Finance, as the NSA moves to restore credibility.
With reforms underway, Ruth Dela Seddoh has pledged to deliver a more transparent and accurate payroll system, insisting that the days of ghost names, babies, and pensioners draining the scheme must come to an end.
