Clara B. Arthur has officially assumed office as the new Chief Executive Officer (CEO) of the Ghana Interbank Payment and Settlement Systems Limited (GhIPSS), beginning her tenure with a warm reception from management and staff.
In her maiden address to employees, Ms Arthur underscored the importance of teamwork in achieving GhIPSS’s strategic mandate of driving Ghana’s payment systems forward.
“It is an honour coming back to continue what was started and deliver the mandate of GhIPSS. Collaboration and unity are fundamental to our success. Together, we will elevate this institution to new heights and solidify Ghana’s position as a leading payment and settlement system hub in Africa,” she said.

A seasoned expert in digital financial services, Clara B. Arthur brings to the role over two decades of experience in financial services and technology. Her career has focused extensively on deploying digital solutions that expand financial access to underserved communities in Ghana and across the region.
She is widely acknowledged for her pioneering work in mobile money, fintech adoption, and electronic payments, combining strategy, innovation, and regulatory expertise. She is also a strong advocate for women’s participation in digital finance, making her appointment significant not only for the sector but also for representation in leadership.
