The Minister for Youth Development and Empowerment, George Opare Addo, has announced that the government has secured GH₵110 million in funding to operationalise the Adwumawura Programme this year.
Speaking during the Government Accountability Series on Monday, August 4, the minister said the amount was allocated by the Ministry of Finance following a directive from President John Dramani Mahama, reflecting the administration’s strong commitment to empowering Ghanaian youth through entrepreneurship and job creation.
“In further demonstration of the government’s unwavering support for youth empowerment, an amount of GH₵110 million has been allocated this year for the nationwide rollout of the Adwumawura Programme. This financial backing sends a strong message that we are not merely announcing intentions—we are investing in the future of young people and resetting the country,” Opare Addo stated.

The Adwumawura Programme—officially launched by President Mahama on April 28, 2025, at the Prempeh Assembly Hall in Kumasi—is a flagship national initiative designed to tackle youth unemployment and encourage innovation-driven entrepreneurship.
It targets young Ghanaians aged 18 to 35, aiming to support the creation, mentorship, and sustainability of at least 10,000 new businesses annually.
Beneficiaries of the programme will receive:
- Entrepreneurship training
- Access to startup capital
- Provision of essential equipment
- Business mentorship and incubation support
Minister Opare Addo explained that the programme was not only about immediate job creation but about laying the foundation for a vibrant, youth-led private sector that will contribute to national economic growth and long-term prosperity.
“This is about building sustainable enterprises that will thrive beyond the initial support. We are unlocking the potential of our youth and putting them at the centre of Ghana’s development strategy,” he said.
The nationwide rollout is expected to begin within the third quarter of 2025, with regional hubs being established to serve as training and support centres for selected applicants.
The government is optimistic that with this investment, thousands of young people will be equipped with the skills and resources to launch successful ventures and reduce youth unemployment across the country.
