The World Bank has pledged its support for Ghana’s efforts to address youth unemployment through a newly proposed Growth and Jobs Strategy, which is expected to create opportunities for more than 500,000 young people who enter the job market each year.
The commitment was made following a high-level meeting at the World Bank headquarters between Anna Bjerde, Managing Director of Operations at the Bank, and Ghana’s Minister for Finance, Dr Cassiel Ato Forson.
The upcoming strategy will prioritise job creation, skills development, and inclusive economic growth. According to both parties, the initiative is designed to respond to the urgent need for employment opportunities in Ghana, especially for its rapidly expanding youth population.

“This initiative reflects our shared priority of unlocking opportunities for young people,” said Anna Bjerde. “We are proud to work with Ghana on a strategy that will create jobs and build a stronger, more resilient economy.”
Dr Forson welcomed the World Bank’s commitment, noting the critical role of international partnerships in transforming Ghana’s labour market and economic outlook. He described the collaboration as timely and necessary, especially as the country faces mounting pressure to generate sustainable livelihoods for its youth.
“This partnership is a major step forward in our efforts to provide decent and sustainable jobs for our youth,” the finance minister stated. “We need bold and targeted interventions that speak to the real challenges our young people face.”
The Growth and Jobs Strategy is part of a broader agenda aimed at promoting economic stability and expanding the private sector’s capacity to absorb new workers. It will also include measures to improve technical and vocational education, digital skills training, and entrepreneurship.
Officials from both the World Bank and Ghana’s Ministry of Finance are expected to engage with other stakeholders in the coming months as the strategy framework is developed and finalised.
