The Assistant National Public Relations Officer of the Ghana Registered Nurses and Midwives Association (GRNMA), Philemon Gyapong, has addressed concerns over health sector recruitment, stressing that financial clearance is now the key determinant for employment.
Speaking on PM Express on Monday, February 24, he explained that without financial clearance, a nurse or midwife has not been accounted for in the government’s budget and cannot receive a salary.
“If you don’t have financial clearance, it means you have not been budgeted for, and the government doesn’t have a provision for your salary,” Gyapong stated.

He highlighted that the recruitment process has changed from previous years when newly employed health workers could wait up to a year before being placed on the payroll. Now, financial clearance ensures that those recruited are immediately budgeted for.
Regarding the ongoing recruitment, he confirmed that 15,200 health professionals have received financial clearance.
“The 15,200, which we are aware of, have financial clearance. I don’t know of any outside recruitment. There is no recruitment outside of that that we are aware of,” he noted.
Addressing speculation about a possible strike, Gyapong clarified that the Association was only advising the government, not issuing a threat.
“I think we cautioned the government on its directive—we were giving them advice, let me put it that way,” he said.
He also expressed concerns for nurses and midwives who have waited for years post-training but risk losing employment if bureaucratic delays persist.
“If nurses and midwives, who are also the youth of this country, have stayed on for four to five years post-training and are laid off due to incomplete financial clearance, it would be very unfair,” he stressed.
He reassured health workers that the Ministry of Health has pledged to adhere to proper procedures and ensure that those who have secured financial clearance will not be affected.
