AUDIO: Gov’t Debunks NPP’s Claims on GH¢6 Billion Bondholder Payment

The Minister of State for Government Communication, Felix Kwakye Ofosu, has refuted claims by former Finance Minister Dr. Mohammed Amin Adam that the recent GH¢6 billion bondholder payment was made possible by financial buffers left by the previous administration.

At a press conference on Wednesday, Kwakye Ofosu challenged the Karaga MP to identify where these supposed buffers were lodged within the sinking fund.

“For officials of the former government to claim that these payments resulted from their work, they need to point specifically to where those buffers were located. Because in order to pay the money, you need to find it and lodge it somewhere. That is what you call a buffer—pending payment at a given date,” he argued.

Dr. Amin had suggested that the New Patriotic Party (NPP) government lay the groundwork for seamless bondholder payments, but Kwakye Ofosu dismissed this assertion.

He revealed that the last recorded transaction in the dollar-denominated debt service reserve account under the NPP was on October 22, 2024, with a balance of just $64,387—an amount that equates to approximately GH¢800,000 at an exchange rate of 15.

“We are talking about payments within the range of GH¢6 billion. And you and I know that $64,000 cannot amount to GH¢6 billion,” Kwakye Ofosu stated.

With clear transaction records available, the government insists that the bondholder payments were facilitated entirely by the Mahama-led administration, dismissing any credit claimed by the NPP.
