President Mahama to Scrap Taxes, Introduce Sweeping Reforms in First 100 Days

President John Dramani Mahama’s return to power is set to be marked by bold economic and governance reforms within his first 100 days in office. Central to these measures is the scrapping of several controversial taxes introduced by the Akufo-Addo administration, as outlined in the National Democratic Congress (NDC) 2024 Manifesto.

President Mahama’s administration has described the targeted taxes as “draconian,” promising their immediate removal to alleviate the economic burden on Ghanaians and reduce the high cost of doing business. The taxes to be scrapped include:

  1. E-levy: The controversial electronic levy on digital transactions.
  2. COVID Levy – A tax imposed during the pandemic to support recovery efforts.
  3. 10% Levy on Bet Winnings – A tax on earnings from betting and gaming.
  4. Emissions Levy – Environmental levies deemed burdensome.
  5. Import Duty on Vehicles and Equipment—Specifically for industrial and agricultural purposes.

The manifesto also promises a broader rationalisation of import duties, fees, and charges to ease the financial strain on businesses and boost economic growth.

In addition to economic measures, President Mahama has pledged to implement 11 governance actions aimed at promoting accountability, transparency, and inclusiveness. Key among these are:

  1. Scrapping the Payment of Ex Gratia: A Controversial Benefit for Political Appointees.
  2. Reviewing the Regulatory Framework for Political Party Financing – Engaging stakeholders to ensure fair and transparent funding.
  3. Revisiting Housing Policies for Political Appointees—Streamlining the provision of official housing.
  4. Strengthening Institutions – Additional seven reforms targeting corruption, governance inefficiencies, and political accountability.

The NDC manifesto highlights a commitment to improving the economic environment by rationalising import duties and reducing fees and charges to encourage investment and industrialisation.

This strategy aims to create a favourable climate for businesses to thrive while reducing the financial burden on citizens.

President Mahama’s first 100 days are poised to set the tone for his administration, demonstrating his commitment to reversing policies deemed detrimental to the populace and fostering an environment of economic growth and good governance.
