No Vehicle or Equipment Leaves Port Without DP & Insurance Stickers—DVLA Boss Declares

The Acting Chief Executive of the Driver and Vehicle Licensing Authority (DVLA), Julius Neequaye Kotey, has announced a sweeping directive that prohibits any vehicle or heavy-duty equipment from exiting Ghana’s ports without first obtaining a valid DP sticker and insurance coverage.

Speaking on the bold reform, Mr. Kotey stated that the measure, backed by the John Mahama-led administration, is aimed at tightening port regulations, curbing revenue losses, and boosting national security.

“We can never come out of the port without a DP sticker because it is a requirement. And now, you also need an insurance sticker from the State Insurance Company,” he stressed.

The new rule applies not only to standard vehicles but also to excavators, agricultural machines, and other mechanised equipment. All such machinery must now be registered at the port before clearance.

To facilitate compliance, the DVLA has rolled out a 24-hour operational schedule at port offices, ensuring round-the-clock processing of DP stickers and machine registrations.

“There’s no penalty involved because you simply cannot exit the port without registering your vehicle or equipment. The system won’t allow you. You can never beat the system,” Kotey noted firmly.

He also urged owners of unregistered vehicles and machinery already in the country to regularise their documentation.

“Please, go to the nearest Customs office, pay the duty on your car, and get it registered. If you have an unregistered excavator or any equipment, report to any of our 36 DVLA stations across Ghana and register them,” he advised.

In collaboration with the Minerals Commission, the DVLA is now monitoring the movement and registration of all heavy-duty machines across the country to ensure accountability and improve tracking systems.

Mr. Kotey called on importers, port officials, and transport stakeholders to comply with the directive to avoid operational disruptions and support national development efforts.
