The National Communications Authority (NCA) has extended the deadline for public consultations on three new draft bills aimed at repealing and replacing Ghana’s existing communications industry laws.
In a statement published on its website, the Authority announced that stakeholders now have until Friday, November 14, 2025, to submit their comments and contributions on the proposed legal instruments.
The draft bills—the National Communications Authority Bill, 2025, the Electronic Communications Bill, 2025, and the Number Registration Regulations, 2025—are designed to modernise Ghana’s digital and communications governance framework in response to rapid technological advancements and global best practices.
The NCA explained that Ghana’s current regulatory laws, enacted in 2008, have become outdated in an era dominated by data-driven communications, 5G technology, and digital innovation.
The new legislative proposals are therefore intended to strengthen institutional independence, improve regulatory efficiency, and ensure alignment with international standards.
Under the National Communications Authority Bill, 2025, the NCA seeks to:
- Strengthen and modernise the sector’s regulatory and institutional framework;
- Ensure transparency, efficiency, and accountability in managing communications networks and services;
- Clarify statutory functions and governance structures of the Authority;
- Align with digitalisation trends and global best practices; and
- Enhance coordination among government agencies and sectoral regulators.
Similarly, the Electronic Communications Bill, 2025, aims to create a robust environment for innovation, investment, and fair competition within Ghana’s digital ecosystem.
Key highlights include:
- Consolidating legal frameworks for electronic communications and broadcasting;
- Enhancing consumer protection, data privacy, and cybersecurity;
- Strengthening spectrum management, licensing, and infrastructure sharing; and
- Promoting universal access to communications services.
The third draft instrument, the Number Registration Regulations, 2025, will repeal the existing SIM Regulations, 2011 (L.I. 2006).
This new regulation focuses on strengthening data governance, identity verification, and the security of national numbering systems.
It also seeks to ensure inclusivity by making number registration accessible to all, including underserved and marginalised groups.
The NCA, citing Section 27 of the Electronic Communications Act, 2008 (Act 775) and Section 5(h) of the NCA Act, 2008 (Act 769), invited inputs from licensed service providers, industry stakeholders, civil society organisations, consumers, and the general public.
Stakeholders are encouraged to send their comments electronically to info@nca.org.gh before the new deadline.
The Authority emphasised that the review process is crucial for strengthening Ghana’s digital governance and ensuring that its regulatory environment keeps pace with the nation’s fast-evolving communications landscape.
