The minority in Parliament has stalled the passage of the Social Protection Bill, 2025, raising concerns over the lack of quorum during Wednesday’s proceedings.
The bill, which aims to establish a Social Protection Fund, is intended to provide dedicated financing for key interventions such as LEAP, the School Feeding Programme, Capitation Grants, and NHIS exemptions, while also laying a legal framework for equitable and accessible social services.
However, during the third reading on July 30, First Deputy Minority Whip Habib Iddrisu objected to the proceedings, arguing that Parliament did not meet the constitutional quorum required to pass laws. He therefore called for a suspension of the process.
The objection sparked heated exchanges, with Second Deputy Majority Whip Richard Acheampong slamming the Minority’s action as unfair and obstructionist.
The impasse forced the Speaker to adjourn the House, putting the fate of the bill in limbo.
