The Ministry of Lands and Natural Resources is expected to present the Mining Lease Agreement between the Government of Ghana and Barari DV Ghana Limited, the local subsidiary of Atlantic Lithium, to Parliament today, Tuesday, November 11, 2025.
According to Parliament’s business statement for the week en ding Friday, November 14, the presentation marks a major milestone in Ghana’s push to develop its first large-scale lithium project at Mankessim in the Central Region.
The move comes after over two years of delays, during which negotiations over fiscal terms, environmental safeguards, and local participation were revisited following public pressure for a more equitable deal.
If tabled as planned, the agreement will represent the clearest sign yet that the project — seen as pivotal to Ghana’s green minerals strategy — is finally moving forward.
Once presented, the document will be referred to the appropriate parliamentary committee for detailed scrutiny before being brought back to the House for ratification.
The revised terms of the lease remain undisclosed, but officials have hinted at improved revenue shares, community benefits, and stronger environmental provisions compared to the earlier draft, which was widely criticised for favouring the investor.
Observers say the presentation will serve as a key test of the government’s commitment to transparency and accountability in the management of Ghana’s critical mineral resources.
However, parliamentary insiders caution that items listed under “Presentation of Papers” are not always guaranteed, as such matters can be deferred at short notice.
Still, today’s proceedings are expected to draw significant public and industry attention, as the outcome could determine whether Ghana finally unlocks its lithium potential or faces another round of delays and controversy.
