The Ghana Civil Aviation Authority (GCAA) has announced the activation of a comprehensive contingency plan to guarantee uninterrupted air traffic services across the Accra Flight Information Region (FIR) as the Ghana Air Traffic Safety Electronics Association (GhATSEA) prepares to embark on an indefinite nationwide strike on Thursday, October 30, 2025.
In a statement issued on Wednesday, October 29, the Authority assured airline operators, aviation stakeholders, and the travelling public that it had “activated comprehensive contingency measures to ensure the continued safe, reliable, and secure provision of air traffic services across the Accra Flight Information Region (FIR)” despite the planned industrial action.
According to the GCAA, management has “developed and implemented a CNS/ATM Systems Contingency Plan” to sustain operational continuity and prevent disruptions to both domestic and international flight operations. The plan, it explained, includes “detailed operational procedures, designated response teams, and robust coordination mechanisms designed to uphold aviation safety and service integrity during the period of the industrial action.”
The Authority called for calm among travellers and operators, stressing that “GCAA remains fully committed to maintaining the highest standards of air navigation service delivery and ensuring the safety and security of all flights within Ghana’s airspace.” It added that it “will continue to value human capacity development and promote staff welfare” even as it works to resolve outstanding labour issues.
The GCAA’s statement comes in response to a declaration by GhATSEA that its members would begin an indefinite strike from October 30 over what it describes as years of neglect, unfair treatment, and management inaction regarding their welfare.
In a separate press release signed by its president, Engr David Annan Mensah, GhATSEA said its members’ patience had “completely run out” after over 15 years of unresolved concerns, including inequitable job placements, unfair salary administration, and poor working conditions.
The association further accused the GCAA’s Director of Human Resources, Mr Ebenezer Sagoe, of “persistent mismanagement” that has “eroded confidence” in his office and demanded his immediate removal. GhATSEA also criticised Acting Director-General Rev. Stephen Arthur and Acting Deputy Director-General (Technical) Mr. Theophilus Ago for adopting what it called a “do your worst” attitude toward their legitimate grievances.
If carried out, the strike will see Air Traffic Safety Electronics Personnel (ATSEPs) withdraw their services nationwide. These professionals are responsible for maintaining the communication, navigation, and surveillance systems — including radar, radio, and instrument landing systems — that ensure safe flight operations at major airports such as Kotoka International, Kumasi, Tamale, Sunyani, Ho, and Wa.
While GhATSEA has warned that the industrial action could affect both domestic and international air travel safety, the GCAA insists that its emergency measures are adequate to prevent disruptions and guarantee the safety and reliability of Ghana’s airspace operations.
