Communication Minister Outlines Bold Digital Reforms, Cheaper Data, and AI Vision at Q2 Briefing

Ghana’s digital economy is set for a significant leap as the Minister for Communication, Digital Technology, and Innovations, Hon. Samuel Nartey George (MP), unveiled sweeping reforms, cheaper data tariffs, and ambitious tech initiatives during the ministry’s second quarter (Q2) briefing held at the Information Services Department Press Centre.

In a landmark development for consumers, the minister announced a nationwide reduction in mobile data tariffs, with all major mobile network operators adjusting their packages to offer more data for the same price, effective July 1, 2025.

“These changes,” the minister explained, “are the outcome of strategic spectrum reviews, licensing reforms tied to consumer pricing, and enhanced regulatory engagement—all aimed at making digital access more affordable and inclusive.”

The minister also highlighted efforts to build digital skills across Ghana, citing progress under the One Million Coders Program, which launched in April. So far:

In the Volta Region, the Girls-in-ICT initiative has trained 1,000 girls, with top performers receiving laptops and recognition. Plans are underway to expand the program to the Upper East and Upper West Regions, alongside setting up ICT labs in participating schools.

Hon. George revealed that the ministry has completed a review of outdated ICT laws and is now drafting 15 new bills. Key highlights include:

Ghana is positioning itself as a continental tech leader, with the draft National Artificial Intelligence Strategy—developed in partnership with KNUST, UNESCO, and the British High Commission—heading to Cabinet for review.

The strategy sets a bold target of making Ghana Africa’s leading AI hub by 2028.

On 5G deployment, the Next Generation Infrastructure Company (NGIC) is slated to roll out 350 5G-ready cell sites by Q4 2025. At least 50 sites will go live in Accra and Kumasi this year.

The minister stressed that there will be no more deadline extensions, affirming the government’s dedication to universal 5G access.

Hon. George also touched on improving digital payment systems, announcing that the ministry is collaborating with the Bank of Ghana to restore full PayPal access and is expanding digital payment platforms to benefit both individuals and businesses.

Wrapping up the session, Minister Nartey George reaffirmed the ministry’s commitment to transparency, accountability, and inclusive digital transformation.

He urged the private sector, civil society, and the public to actively support and scrutinize the ministry’s efforts.

“Digital transformation is not a spectator sport,” he said. “It requires bold policy, inclusive participation, and shared responsibility. Let’s build a digital Ghana together.”
