The Ghana Interbank Payment and Settlement Systems Limited (GhIPSS), a subsidiary of the Bank of Ghana, has announced the appointment of Mrs Clara B. Arthur as its new Chief Executive Officer, effective September 1, 2025.
The appointment, confirmed in a statement by Clemencia Tetteh, Head of Corporate Affairs and Communications at GhIPSS, marks a new chapter for the institution as it seeks to advance innovation and growth in Ghana’s payment systems landscape.
Mrs Arthur, who brings decades of experience in financial services and technology, has held senior leadership roles at Fidelity Bank Ghana, E Process International S.A., and the Ecobank Group, as well as working in private consultancy. Throughout her career, she has led teams to deliver technical guidance and develop cutting-edge IT and payment solutions.
Dr Johnson Asiama, Governor of the Bank of Ghana and Board Chairman of GhIPSS, expressed strong confidence in the appointment:
“We are confident that Mrs Arthur will bring a fresh perspective and strategic vision to GhIPSS and will help lead the institution into the next phase of growth and success.”
For Mrs Arthur, the role represents both a professional milestone and a homecoming:

The Board also extended its appreciation to Mr Archie Hesse, the outgoing CEO, for his leadership and dedication during his tenure, which has been marked by key advancements in Ghana’s digital payments ecosystem.
