Finance Minister Dr. Cassiel Ato Forson has announced that the Agricultural Development Bank (ADB) will receive fresh capital in 2026 as part of a renewed government strategy to strengthen the bank’s role in financing Ghana’s agricultural transformation agenda.
The recapitalisation, aimed at boosting ADB’s ability to support farmers, agribusinesses, and actors across the agricultural value chain, is expected to realign the bank with its founding mission of championing agricultural development and rural economic growth.
Dr. Ato Forson made the disclosure during the inauguration of a newly reconstituted nine-member Board of Directors for ADB, now chaired by Kenneth Kwamina Thompson, former CEO of Dalex Finance.
“No country develops without sustained agricultural development. I have therefore tasked the new board to remain focused and guided by their primary mandate—serving Ghana’s agricultural sector,” the minister wrote in a Facebook post.
“I want to assure the board and management that I will capitalise ADB next year.”
The upcoming capital injection forms part of a broader economic transformation strategy led by the Ministry of Finance, focusing on targeted investment and structural reforms in agriculture.
The nine-member board is composed of experienced professionals from diverse fields, with a shared commitment to repositioning ADB for impact. Members include:
- Edward Ato Sarpong – Managing Director
- Andrew Dari Chiwitey
- Siisi Essuman-Ocran
- Dr. E. Prince Arhin
- Misbahu Mahama Adams
- Wing Commander Samuel J.A. Allotey
- Courage Akanwunge Asabagna
- Abdul Nasir M. Saani
The new leadership is expected to provide strategic direction, improve operational efficiency, and drive a renewed focus on the bank’s core agricultural financing mandate.
Established as a specialised institution to finance Ghana’s agriculture sector, ADB has over the years come under pressure from stakeholders to refocus on food security, agro-industrialisation, and rural development.
The minister’s assurance comes at a time when the government is championing agriculture as a pillar of national development, with plans to reduce import dependency, increase local production, and create jobs along the agricultural value chain.
